Our Line Extension Policy
EFFECTIVE AUGUST 1, 2007
Single Phase Permanent Dwellings
Electric service will be provided to any and all permanent, habitable buildings
being used as a permanent residence or a place of business. A mobile type home shall
be considered a permanent dwelling, as it pertains to Webster Electric Cooperative's
line extension policy, providing the following criteria has been met.
- It is located on land owned by the consumer.
- It is connected to permanent utilities.
- It is attached to a permanent foundation.
The aid-to-construction for such service will be the following:
Overhead service: First two poles and two anchors are provided, the next two poles
are provided at $200.00 per pole and then any additional poles are charged at a
rate of $400.00 per pole. Any additional anchors are charged at a rate of $50.00
per anchor
Underground Service: The member is responsible for providing all trenching and backfill,
along with a $2.00 per foot charge for the first 600 feet increasing to $4.00 per
foot for any additional footage.
Single Phase Permanent Service to a Barn or Well
Electric service for a barn or well will be provided upon agreement between the
applicant and the Cooperative. The following aid-to-construction charges shall apply
for single phase service to a barn or well:
Overhead service: $300.00 per pole for the first four poles increasing to $400.00
per pole for any additional requirements. Anchors will be charged at a rate of $50.00
per anchor.
Underground: Primary service will be provided at a rate of $3.00 per foot for the
first six hundred feet increasing to $4.00 per foot for any additional requirements.
Secondary service will be provided at a rate of $1.50/ft. The member will also be
responsible for all trenching and back fill.
Single Phase Non-Permanent Dwellings
Electric service for non-permanent residences or places of business will be provided
upon agreement between the applicant and the Cooperative. The potential revenue
will be weighed against the cost of construction to determine whether the Cooperative
has a reasonable chance of regaining its investment. To the extent that the new
construction is not economical on a long- term basis, the applicant shall contribute
aid-to-construction to cover the cost of construction.
Other Single Phase Line Extensions
Electric service for other electrical loads will be provided upon agreement between
the applicant and the Cooperative. The potential revenue will be weighed against
the cost of construction to determine whether the Cooperative has a reasonable chance
of regaining its investment. To the extent that the new construction is not economical
on a long-term basis, the applicant shall contribute aid-to-construction to cover
the cost of construction.
Single Phase Service Revisions
When a service revision, pole or line move is requested which results only in convenience
to the member-user, the member-user shall contribute aid to construction which reflects
the labor, overhead and materials used by the Cooperative to perform the service
revision.
Miscellaneous Poles
If the member requests a lift pole to be set on their side of the service there
will be a charge of $300.00 per pole and $50.00 per anchor.
Dusk to Dawn Lighting
If an applicant or member-user requests un-metered dusk to dawn light they must
agree to retain that service for a period of twelve (12) months from the date of
installation or pay the cost of labor and materials to install the light. If additional
poles are required to be set, aid to construction in the amount of $300 per pole
will be charged. If the consumer requests that the wiring to such pole be installed
underground there will be an additional charge of $2.00 per foot of wire.
Decorative lighting other than that normally offered by the cooperative will be
provided to the member with member being responsible for all lighting material costs.
Disconnect Box
If an applicant requests or code requires a disconnect box, the applicant shall
provide a disconnect box with an amp rating no smaller than their service panel
rating.
Routing and Facilities Determination
The Cooperative shall be the sole party in determining the most efficient route.
If the applicant desires to use an alternate route the following charges shall apply
for any additional footage for single phase service:
Overhead: $7.00 per foot
Underground: $10.00 per foot
Subdivisions & Other Developments
In cases of subdivisions where the lots are smaller than one-half acre there will
be a charge of $250.00 per lot. For all developments that the size of the lot is
greater than one-half acre the fee will increase to $750.00 per lot. If the development
requires underground service then the member/developer will be responsible for all
trenching and backfill.
Three Phase Line Extensions
Three phase service will be provided upon agreement between the applicant and the
Cooperative. The potential revenue will be weighed against the cost of construction
to determine whether the Cooperative has a reasonable chance of regaining its investment.
To the extent that the new construction is not economical on a long-term basis,
the applicant shall contribute aid-to- construction to cover the cost of construction.
Inactive New Service
If no construction has been started within six months after a new service is installed,
the cooperative shall charge the member additional aid to construction in the amount
of $200 per pole and $50 per anchor for overhead service, or $2 per foot primary
and $1 per foot secondary underground service.
Underground Service Trench Depths
The member is required to provide a ditch for underground primary and secondary
service. The depth for a primary service ditch shall be 4 feet deep, and the depth
for secondary service shall be 2 feet deep.
Right of Way
The cooperative will provide all rights of way at no additional cost to the member.
The best method and amount will be solely determined by the cooperative as provided
in our rights of way easement. If the member does not agree to the arrangement
the member will pay all additional costs or if they choose to provide their own
right of way it will have to be approved by the appropriate cooperative representative.
If the member does not agree to provide the proper amount of right of way the line
will not be built.
Aid to Construction
All aid to construction shall be paid by the applicant before the new construction
is begun. Aid to construction is not refundable.
Rights-of-Way Easements
The member is responsible for granting all necessary easements free of charge to
the cooperative and must provide a notarized legal easement to the cooperative before
construction will begin.
