Webster Electric Cooperative Line Extension Policy

Single Phase Permanent Dwellings

Electric service will be provided for all permanent, habitable buildings being used as a permanent residence or a place of business. A mobile type of home or tiny home shall be considered a permanent dwelling, as it pertains to Webster Electric Cooperative’s line extension policy, providing the following criteria have been met. If not, it will be subject to the rules of non-permanent dwellings.

1. It is located on land owned by the member.
2. It is connected to permanent utilities.
3. It is attached to a permanent foundation.

The aid-to-construction for such service(s) will be the following:

Overhead Primary Service: The first 200’ will be at zero cost and then up to 1000’ will be $5 per foot. For every foot greater than 1000’ the cost will be $10 per foot.

Underground Primary Service: The first 200’ will be at zero cost and then up to 1000’ will be $5 per foot. For every foot greater than 1000’ the cost will be $10 per foot. The member will be responsible for providing all trenching, backfill and bedding material.

Single Phase Permanent Service to a Barn or Well

Electric service for a barn or well will be provided upon agreement between the applicant and the Cooperative. The following aid-to-construction charges shall apply:

Overhead Service: $5 per foot for the first 500 ft, then $7 per foot. Any footage greater than 1,000 feet will be $10 per foot.

Underground Primary Service: $5 per foot for the first 500 ft, then $7 per foot. Any footage greater than 1,000 feet will be $10 per foot. The member is responsible for all trenching, backfill and bedding material.

Underground Service Trench Depths: Primary trench depth: 4 feet; Secondary trench depth: 2 feet.

Single Phase Non-Permanent Dwellings

Electric service will be provided upon agreement and economic viability. If not viable, the applicant shall contribute aid-to-construction to cover the costs.

Other Single Phase Line Extensions

Same as non-permanent dwellings; subject to economic evaluation and aid-to-construction if needed.

Single Phase Service Revisions

When a revision is made for the member’s convenience, the member shall cover labor, overhead, and materials.

Miscellaneous Poles

Requested lift pole: $1,500.00 per pole, $500.00 per anchor.

Dusk to Dawn Lighting

Service must be retained for 12 months or the member pays installation costs.

• Poles: $800 each
• Underground wire: $8/ft (Cooperative provides trenching)

Decorative lighting requires member to pay for all lighting material.

Disconnect Box

If service is metered at the pole or the distribution panel is more than 6 feet from the meter, the member must purchase the appropriate meter breaker combination. CT services require external disconnects.

Routing and Facilities Determination

The Cooperative determines the route. If the applicant chooses an alternate route:

• Overhead: $15.00 per foot
• Underground: $20.00 per foot

Subdivisions & Other Developments

• Lots < 0.5 acre: $1,000 per lot
• Lots ≥ 0.5 acre: $2,000 per lot

If underground service is required, the developer provides trenching/backfill. Secondary service will be provided to the home if the meter is on the house.

Three Phase Line Extensions

Same revenue-based policy applies. Aid-to-construction required if not economically viable.

Inactive New Service

If construction does not begin within six months, the cooperative charges any remaining unpaid aid-to-construction.

Underground Service Trench Depths

Primary trench: 4 feet; Secondary trench: 2 feet.

Right of Way

Members must clear:

• Overhead: 40 ft wide, ground to sky
• Underground: 10 ft wide, ground to sky

All work must be approved before construction begins.

Rights-of-Way Easements

Members provide notarized easements free of charge to the Cooperative before construction.

Disclaimer

Policy may be altered by the Board of Directors due to special circumstances.

Aid to Construction

All fees must be paid before construction. Aid-to-construction is non-refundable.
